Dumping Of Grass Cuttings And Garden Waste

Complaints have been received about the indiscriminate dumping of grass cuttings and garden waste into adjacent fields and ditches.
ALL gardeners are requested to either use a brown bin as can be provided by South Norfolk Council or take the waste/cuttings to the nearest Council Waste Disposal site where it is catered for.

Dog Fouling Of Open Spaces

Both the South Norfolk Council and the Parish Council are concerned about the degree of pollution caused by dogs on the Town Meadow, Playing Fields and other open spaces and request owners to ensure THEY remove the offensive matter!
There are Dog Wardens to enforce this and fines are heavy, but owners themselves should have the decency to ensure that in the interests of the health of fellow villagers and particularly children, this indiscriminate fouling should cease!

Wilby</font></p> <p style="margin-bottom: 0cm"><font size="2">There were no Declarations of Interest in matters on the agenda</font><font color="#0000ff"><font size="2">.</font></font></p> <p style="margin-bottom: 0cm"><font size="2">Apologies were received from: Cllrs, Roe, Mrs Holden and Clerk to the Council, Barbara de Winter.</font><font color="#0000ff"><font size="2"> </font></font></p> <p style="margin-bottom: 0cm"><font size="2">The Minutes of the meeting held on June 5th were approved, and signed by the Chairman.</font></p> <p style="margin-bottom: 0cm"><font size="2"><strong>In Matters arising:</strong></font></p> <ul> <li> <p style="margin-bottom: 0cm"><font size="2">The application for a grant from the Bowls Club was discussed further with a suggestion that an external grant might be appropriate and should be sought with assistance from the Parish Council.</font></p> </li> <li> <p style="margin-bottom: 0cm"><font size="2">The uneven footpath connecting the Playing Field to Beech Way would be compacted and treated further when similar work is carried out on the Cycle Track.</font></p> </li> <li> <p style="margin-bottom: 0cm"><font size="2">It was recorded that the sum donated to the East Anglia Air Ambulance from the May Fayre had increased to £800 due to later donations.</font></p> </li> <li> <p style="margin-bottom: 0cm"><font size="2">Planning for the erection of the Youth Shelter was not required, so its precise position is to be finalized and quotations sought for supply & erection.</font></p> </li> </ul> <p in the village centre at 7.00pm – all residents are invited to attend.</strong></p> <p>The following matters were discussed on the 10th April 2008:</p> <p><strong>Employment of Youth Worker:</strong> The finances for the youth project were looking good, the job specification was complete and the advertisements were being prepared.</p> <p><strong>Youth Shelter:</strong>  With regard to the Youth Shelter, it looks as though sufficient funds will be available for this project.  The Chairman had made a visit to Hempnall playing field where the parish council have installed a similar structure, and circulated details.  With regard to the siting of a shelter, after some discussion about the merits of various sites no decision was made.The Chairman asked for designs to be presented at the May meeting, and the matter will also be discussed at the Annual Meeting on the 17th April.<br /> First Responder Scheme:  District Councillor Martin Wilby reported that cash had been allocated from South Norfolk towards the cost of equipment, to be provided alongside funding from the parish council.  Five volunteers have so far been signed up.<br /> <a <p>The meeting was also attended by Police Constable Jim Squires to discuss the provision of a youth shelter by the Parish Council. He also invited three local youths into the meeting in order to express their views on the matter. They were warmly welcomed by the Chairman. Their attendance was coincidental with Cllr. Adlam about to give a slide presentation about the development and planning of the 6-Vill project, so they had the opportunity to observe the efforts being made by the Parish Council to provide facilities for the youth of the village. The company is now formed and the recruitment process will begin, along with liaison with those who have previously been involved in youth activities to discuss how we can assist them. Half the year’s money is now provided.<br /> Further discussion on the provision of the youth shelter covered aspects of the nature of the structure, its location and methods of funding.</p> <p>The Police Officer and Youths left the meeting to make way for Judy Ingram, an operations officer of the FIRST RESPONSE Service, who updated the meeting on the services already provided in the district and the need to recruit more “First Responders” in the area. It was suggested that the service might take a stall at the village May Fayre and details should be placed into the Parish News. In according a welcome to the two officers the Chair delayed the start of the formal Parish Council meeting in order for them to introduce themselves and provide information on their function, as follows:</p> <p>It was intended that PCSO’s would in future attend ALL local Parish Council meetings in order to monitor events and take on board any issues needing their attention.</p> <p>It appeared there is three levels of service available in the area according to the gravity of the situation with the 999 call the top of the list for urgent and serious crime in progress, a 0845 4564567 number for lesser crime and emergency call-outs and finally a mobile number 07825582883 for direct access to the PCSO on duty in any cases of actual or prospective Anti Social Behaviour which they will attend ASAP.
