			<content:encoded><![CDATA[<p><font face="Arial" size="3">Among those celebrating when<em> </em> Gordon Brown recently <em> </em>announced his £100bn green  energy&#8221;  package, including plans to build 3,000 more wind  turbines across Britain&#8217;s countryside, were hundreds of farmers whose  eyes lit up at the thought of sharing in the bonanza.</font></p>
<p align="justify"><font face="Arial" size="3">The wind companies have  already been besieging landowners whose property might provide suitable  sites for these lucrative monsters. The fact that the government is  now taking new powers to railroad them through the planning process  regardless of local objections only makes the prospect more alluring.</font></p>
<p><font face="Arial" size="3">Just how attractive a proposition leasing  out land can be to a cash-strapped farmer can be seen</font></p>
<p><font face="Arial" size="3">from a letter recently sent out to farmers  by Scottish</font><font face="Arial" size="3"> </font><font face="Arial" size="3">Power  Renewables, promising them &#8220;the chance to</font><font face="Arial" size="3"> </font><font face="Arial" size="3">make millions&#8221;. For each two megawatt turbine</font><font face="Arial" size="3"> </font><font face="Arial" size="3">the company  will pay £10,500 a year for 25 years,</font><font face="Arial" size="3"> </font><font face="Arial" size="3">so the reward for allowing a 10-turbine wind  farm</font><font face="Arial" size="3"> </font><font face="Arial" size="3">on  your land could work out at £2.6m - all for no</font><font face="Arial" size="3"> </font><font face="Arial" size="3">work other than putting your signature on the  contract.</font></p>
<p><font face="Arial" size="3">Elsewhere landowners have been offered  as</font><font face="Arial" size="3"> </font><font face="Arial" size="3">much  as <em>£ </em>17,000 a year for having just one turbine on their premises,  equating to an income over 25</font><font face="Arial" size="3"> </font><font face="Arial" size="3">years of £425,000. What the wind merchants are  careful not to tell the farmers, however, is how much they themselves  can hope to earn from these. </font></p>
<p align="justify"><font face="Arial" size="3">Although a two megawatt  turbine, up to 350ft high, generates on average only a quarter of its  capacity - due to the variability of the wind -thanks to the government&#8217;s  subsidy system this will earn its owner some £450,000 a year. At current  prices, £230,000 will come from selling the electricity to the grid.  But the developer also receives a further £218,000 from the government&#8217;s  &#8220;renewables obligation&#8221;, which compels our electricity suppliers  to buy all the power generated from wind, paying that much on top of  its normal price, which is then passed on to the rest of us when we  pay our electricity bills.</font></p>
<p align="justify"><font face="Arial" size="3">This is the secret which  the wind companies are anxious not to reveal to the farmers whose land  their machines stand on. It means that for each turbine, the developer  will be making considerably more money each year than the landowner  can hope to make in a quarter of a century. By the time a farmer who  has a two megawatt turbine in his fields has made his £425,000, the  wind company will have been able to put £11m in the bank - in return  for an initial outlay of some £2m, plus yearly maintenance costs, all  of course tax deductible.</font></p>
<p align="justify"><font face="Arial" size="3">And the benefit for the  taxpayer who is funding all this? Last year the 2,000 wind turbines  already built in Britain generated between them less electricity than  a single gas-fired power plant, and much less than a nuclear power station.  Even the 7,000 additional turbines Brown boasts of building (including  those offshore) will produce less electricity than the Drax coal-fired  power station in Yorkshire.</font><br />
<font face="Arial" size="3">For any wide-eyed farmer  who thinks of how much they themselves can hope to earn from cashing  in on the wind bonanza, meanwhile, another factor to bear in mind is  that he is not likely to win the affection of many of his neighbours.  When a windfarm scheme in Norfolk last year tore the local community  apart, one unfortunate farmer involved became so depressed by the bitterness  it aroused he was found dead in a ditch. It&#8217;s a heavy price to pay for  helping to save the planet.</font>

			<content:encoded><![CDATA[<p>This real Village Style Summer Show held in the ancient Old Reading Room, with its walls covered with archive  photographs and historical details of the village tracking back to the 1860’s, grows in popularity every year, this year with a record breaking 153 entries from 39 exhibitors across a range of 63 categories.</p>
<p><img height="256" width="184" align="left" title="cup winner" id="image247" alt="cup winner" src="http://www.dickleburgh.com/wp-content/uploads/2008/07/cup.jpg" />Organised by Viki Hooper entailing a great deal of preparatory work, commitment – and resilience – assisted on the day by Tom &#038; Mary Hicks acting as stewards and other committee members “pitching in”, the entries were judged by Lyn Kirk a food &#038; textiles teacher and Wally Patterson a Dickleburgh man who in the past had won the silver Kepple trophy seventeen times to the extent it was given to him. He in turn gave it to the Village Society as their main award for the Best in Show.</p>
<p>With the large amount of entries, judging took some time with each of the six classes having several categories, finally resulting in the winners of the classes as follows:</p>
<p>Best in Show: Viki Hooper, Vegetable Class: Geoff Beaujeux, Fruit Class: Michael Hooper, Flower Class: Viki Hooper, Cookery Class: Bob Joy, Handicraft: Mike Tinsley, Children’s Class: Ben Filmer.</p>
<p>At 4.00pm, John Taylor, the Chairman of the Village Society expressed his thanks to Viki Hooper for all of her hard work in organising such a successful event, the judges, and the help given by other committee members. Finally he announced the winner of the Kepple Cup for the best entry in show, as Viki Hooper  who was quite overwhelmed – ecstatic – at receiving it!</p>
<p>He also reminded those present that the Village Society’s annual Cheese, Pate &#038; Wine Lunch at Dickleburgh Hall was scheduled for August 10th  at 12 noon with tickets available from Raymond (Tel. 741394), Carl (Tel. 741517), Tom (Tel. 740531) and Beryl (Tel. 741259) – members £6.00 and non-members £7.00.

The Group intend to hold a party for the youngsters and all who have made the Scout Group such a success over the years possibly in late September co-inciding with the Group’s Annual Sponsorship Weekend &#8220;Sea to Dickleburgh Event&#8221;

<p style="margin-bottom: 0cm"><font size="2">It was recorded that 	the sum donated to the East Anglia Air Ambulance from the May Fayre 	had increased to £800 due to later donations.</font></p>

<p style="margin-bottom: 0cm"><font size="2">Planning for the 	erection of the Youth Shelter was not required, so its precise 	position is to be finalized and quotations sought for supply &#038; 	erection.</font></p>

Martin Wilby</strong></font><font size="2"> commented upon the great 	success of the fund raising events in both Dickleburgh and Rushall 	for the East Anglia Air Ambulance and Rushall Church and what 	appeared to be a very favourable visit to the School by the Offsted 	Inspector who was impressed by the standards throughout and also the 	convenience of the adjacent Playing Field.</font></p>

<p style="margin-bottom: 0cm"><font size="2">The subject of Wind 	Turbines was discussed at some length with a visit by an appeal 	inspector expected imminently.</font></p>

<p style="margin-bottom: 0cm"><font size="2">Complaints had been 	made about indiscriminant dumping of grass cuttings into fields and 	ditches in Harvey Lane and it was agreed that this should be 	highlighted in the Parish News recommending that the offenders 	should either use a brown bin (obtainable from the Council) or take 	the cuttings to Council Waste Sites.</font></p>

<p style="margin-bottom: 0cm"><font size="2">Further complaints 	concerned Dog Fouling on public areas including the Town Meadow and 	the Playing Field has been made and an appeal to dog owners to leave 	these areas pollution free will also feature in the Parish News.</font></p>

<p style="margin-bottom: 0cm"><font size="2">A petition against 	the proposed removal of the telephone box in Rushall has so far 	produced 28 signatories and this will be looked at further and 	appropriate action taken by the Chairman of the Parish Council.</font></p>

<p style="margin-bottom: 0cm"><font size="2">The issue concerning 	the safety of children crossing Rectory Road to the footpath has 	been looked at by a Council officer who requires more evidence of 	the problem. Suggestion that Cllr. Roe should provide photographs to 	substantiate the case. </font></p>

<p style="margin-bottom: 0cm"><font size="2">The Councillor 	further advised the meeting of his other involvement across a wide 	spectrum of Council activities and objectives</font></p>

<p style="margin-bottom: 0cm"><font size="2"><strong>County Cllr. Bev. 	Spratt </strong></font><font size="2">reported that Dickleburgh &#038; 	Rushall had the best health record in the County and that it did not 	feature in any surveys concerning areas of deprivation!</font></p>

<p style="margin-bottom: 0cm"><font size="2">The decision on the 	unitary of districts and councils in Norfolk is expected shortly 	with a likely cost to the tax payer of some £2m. The 	implications for the Parish Councils are that they will most likely 	have a broader range of responsibility.</font></p>

<p style="margin-bottom: 0cm"><font size="2"><strong>Chairman’s Report, </strong></font></p>
<p style="margin-bottom: 0cm"><font size="2"><strong>Cllr. Clarkson</strong></font><font size="2"> reported that an arrangement for the cutting of St. Clements Common and Langmere Common was in hand.</font></p>

<p style="margin-bottom: 0cm"><font size="2">A letter would be 	sent to BT concerning the potential loss of the telephone box in 	Rushall particularly as Mobile Telephone reception was bad in that 	area.</font></p>

<p style="margin-bottom: 0cm"><font size="2">A letter enquiring if 	the Village needed any more Grit Bins was debated and the decision 	made that the one in Common Road was adequate and no more were 	required.</font></p>

<p style="margin-bottom: 0cm"><font size="2">Paul Playford, 	Dickleburgh Scouts wrote thanking the Parish Council for the letter 	of commendation resulting in the presentation of the award from the 	Queen.</font></p>

<p style="margin-bottom: 0cm"><font size="2">A request from the 	Dickleburgh Sports &#038; Social Club to create a paved area outside 	the club room was discussed and a firm proposal with drawing 	requested for consideration.</font></p>

			<content:encoded><![CDATA[<p>Despite the dire weather forecast for the day after the “heatwave” the 37 Good Companions and friends enjoyed an excellent day in Hunstanton with only a few very light (hardly noticeable) showers during the visit. Some are great shoppers wherever they visit and they did their bit, and everyone (shoppers included) indulged with fish &#038; chips, ice creams, cream teas and other seaside town attractions. As always, Gwen Woodrow deserves a big thank you for organising the day out and the en-coach raffle.<br />
